20/08/2019 : The financial problems afflicting Bury Football Club should be alleviated and below I show how this might be done. This is not just for Bury but for all clubs. The travel industry has a scheme (ABTA) to cover costs where a company fails. Football should have a similar scheme. The scheme must cover all clubs in the league and must not be a means for irresponsible owners to profit from their mismanagement of football clubs.
The ten points I list below are a loop, going from 1 to 10 then returning to one.

01} Integrity of the league - its ability to provide the framework within which its clubs compete.
02} Clubs make the league - and Fans make the clubs.
03} Abta scheme for football clubs - to maintain the integrity of the league by supporting its clubs.
04} The league sets-up an operating company to run its abta scheme.
05} All clubs pay into the abta scheme to capitalise its operating company - this is a condition of league membership.
06} Ownership of a troubled club transfers to the abta scheme operating company - this is a condition of league membership.
07} A transfer of ownership to the abta scheme operating company is without compensation to the previous owner(s) of the troubled club.
08} The abta scheme operating company covers the costs of a club in trouble, so it can fulfill its fixtures.
09} The abta scheme operating company is to sell the club, but any new owner must first show current and ongoing proof of funds.
10} The proceeds from the sale of a club goes to the abta scheme operating company and not to the previous owner(s) of the club.

The fundamental point of the scheme is to shift the balance of power from owners to fans, by ensuring their clubs survive mismanagement by irresponsible owners. Such owners would lose the club to the league operating company, which would own and run the club until it was sold to a solvent owner. The best owners a club could have is its Fans.
