Villa and probably Jack will dictate this.

Not entirely but if done with the other rule changes I talked about in my previous post it would stop clubs stockpiling players which is what usually happens to young talent signed from other clubs.

Yes they should, the current "compensation" awarded when one of the big boys pinches an academy star isn't fit for purpose. If these youngsters are offered a contract by the club that a spent the last 5-10 years nurturing them they should have to sign it, maybe for 2 years. If not offered then they can go elsewhere.
